To public opinion, to national and international solidarity, to the Government of the State of Hidalgo and the Government of Mexico:

We strongly denounce the repeated death threats against the activist Filiberta Nevado Temples and the defenders of the Zacacuatla forest, Acaxochitlán, Hidalgo State, Mexico.

Filiberta Nevado Temples, inhabitant of the Community of Zacacuatla of the Municipality of Acaxochitlán, which is located 2,254 meters above sea level in the Sierra Otomí-Tepehua of the State of Hidalgo and that borders the State of Puebla, in recent days she denounced that she has been threatened with death by some of the main members of the logging mafia that operate on the borders between Hidalgo and Puebla.

Filiberta along with hundreds of people from the area have bravely defended the forests of Acaxochitlán and the region from clandestine logging, especially since 1999 when the Canales Temples family illegally appropriated a 55-hectare forest in which it is located. the main spring from which the Community of Zacacuatla is supplied with drinking water, this in order to cut it down.

In 2000, the Canales Temples family began to clandestinely cut down large areas of the forest that had previously been appropriated, in that same year the Community of Zacacuatla began to organize and oppose clandestine logging, stating that: without mountains, there is no water and without water there is no life.

In 2004 Samuel Cruz Hernández, one of the most prominent leaders in the defense of the Zacacuatla forests, was assassinated.To date, this murder continues to go unpunished thanks to the fact that state and federal authorities have kept a complicit silence and have ignored the complaints demands and mobilizations of the environmentalists of Acaxochitlán.

In 2007, the Zacacuatla community, after conducting a thorough investigation, discovered that: the forest was being cut down industrially, that is, the loggers were using chainsaws, tractors, and logging to knock down everything, including bushes and plants; and that the Canales Temples family, using an ‘apocryphal deed’, obtained government authorizations and permits to carry out a “logging” for 10 years in the 55 hectares of forest that they illegally appropriated;

Therefore, the Community of Zacacuatla knowing that said “forest use” would extinguish the biodiversity of flora and fauna associated with the forest and that it would break the natural water cycle, because it implies the felling of all the diversity of pines, oaks, ayacahuite , ocotes, oyameles and existing cedars, and their replacement by the plantation of a monoculture of pinus patula, decided to peacefully oppose the destruction of the forest.

In 2013, Filiberta Nevado and hundreds of forest defenders confirmed to SEMARNAT that the forest exploitation carried out by the Canales Temples family was plagued by irregularities and they managed to revoke the permits and authorizations, before this the Canales Temples family was linked to ‘Los Negros’,an organized crime group that engages in illegal logging in the border area between Hidalgo and Puebla, to continue with the clandestine looting of the Zacacuatla forest.

After a few years with some calm, in 2016 several illegal logging groups resumed clandestine logging in a brutal way and with impunity, which caused a terrible drought to occur, the level of the wells to drop, the level of the dam was reduced and springs dried up;

Consequently to all this, in a general assembly the people of Zacacuatla decided to denounce, once again, the logging before the federal, state and municipal authorities, not to allow any more clandestine logging, to clean the forest and to reforest it.

During this long struggle, Filiberta and many of the defenders of the Zacacuatla forest have been defamed and criminalized, among other things, they have had to face 15 preliminary investigations and 3 illegal imprisonments.

In October 2020, some loggers were notified by the Attorney General’s Office that they were denounced for illegal logging, for which they proceeded to threaten Filiberta Nevado, expressing publicly and cynically: “If I or any of my children go to jail, we will run from the town, we are going to burn her or we are going to kill her “,” we are going to see if that old woman does not get the bullets “” if my children go to jail I will kill her and finish her off “;

In addition, in those same days the loggers also directly tried to intimidate Filiberta by firing shots in front of his house.
It should be noted that illegal logging and organized crime in the Sierra Oto Me-Tepehua of the State of Hidalgo has been supported by authorities of the three levels of government and of all political signs, but a political-mafia group, of PRI origin although currently it is said to be ‘Morenista’, has been especially supported by Sosa Nostra, since decades ago imposed and controlled the municipal authorities of Acaxochitlan and the region.

The Government of Mexico led by Andrés Manuel López Obrador has affirmed time and again to be in favor of the environment, of the poorest, and that water is a priority for the people, however, so far it has only been limited to observe how indigenous and peasant peoples are stripped of their mountains and consequently of life itself.

With all due respect, from the Mexican Network of People Affected by Mining (REMA), we asked Mr. President, Where is the Fourth Transformation? Because the Community of Zacacuatla, the Municipality of Acaxochitlán, and the State of Hidalgo has not arrived.

Given the inaction of the authorities of the three levels, from the REMA we hold the Municipal Government of Acaxochitlán, the State Government of Hidalgo and the Federal Government of Mexico responsible for any aggression that the defenders of the Zacacuatla forests could suffer.

From the REMA we urge María Luisa Albores González, head of SEMARNAT, to immediately put PROFEPA to work, stop illegal logging in Acaxochitlán and punish those responsible;

Similarly, we demand that the Attorney General of the Republic Alejandro Gertz Manero implement precautionary protection measures for Filiberta Nevado Temples and for all the defenders of the Zacacuatla forest as soon as possible, so that he punishes with the full weight of the law the logging mafia that today threatens to kill an environmentalist and a forest that provides water and life for a town.

From the REMA we also express our recognition and our gratitude to all the defenders of the forests in Zacacuatla and the State of Hidalgo, because for decades they decided to dedicate a part of their time and a part of their lives to caring for the mountains, caring for all the biodiversity associated with them and caring for community life; and on the occasion of these difficult days we send you a strong and supportive hug.

MAFIAS TALA-MONTES AMENAZAN DE MUERTE A DEFENSORA DE LOS BOSQUES DE ACAXOCHITLÁN HIDALGO

A la opinión pública, a la solidaridad nacional e internacional, al Gobierno del Estado de Hidalgo y al Gobierno de México:

Denunciamos enérgicamente las reiteradas amenazas de muerte en contra de la activista Filiberta Nevado Templos y de los defensores del bosque de Zacacuatla, Acaxochitlán Estado de Hidalgo, México.

Filiberta Nevado Templos habitante de la Comunidad de Zacacuatla del Municipio de Acaxochitlán el cual se ubica a 2,254 msm en la Sierra Otomí-Tepehua del Estado Hidalgo y que colinda con el Estado de Puebla, en los últimos días denunció que ha sido amenazada de muerte por algunos de los principales integrantes de la mafia de tala-montes que operan en los límites entre Hidalgo y Puebla.

Filiberta junto a cientos de personas de la zona han defendido valientemente de la tala clandestina a los bosques de Acaxochitlán y de la región, especialmente desde 1999 cuando la familia Canales Templos se apropió ilegalmente de un bosque de 55 hectáreas de extensión en el cual se encuentra el principal manantial del que se abastece de agua potable la Comunidad de Zacacuatla, esto con la finalidad de talarlo.

En el año 2000 la familia Canales Templos empezó a talar de forma clandestina amplias zonas del bosque del cual previamente se habían apropiado, en ese mismo año la Comunidad de Zacacuatla empezó a organizarse y a oponerse a la tala clandestina señalando que: sin monte no hay agua y sin agua no hay vida.

En el 2004 fue asesinado Samuel Cruz Hernández uno de los líderes más destacados en la defensa de los bosques de Zacacuatla, hasta el momento este asesinato sigue impune gracias a que las autoridades estatales y federales han guardado un silencio cómplice y han ignorado las denuncias, las exigencias y las movilizaciones de los ambientalistas de Acaxochitlán.

En el año 2007 la comunidad de Zacacuatla después de realizar una acuciosa investigación descubrió que: el bosque estaba siendo talado a matarraz, es decir, los tala- montes estaban utilizando motosierras, tractores y trascabos para derribar todo incluso los arbustos y las plantas; y que la familia Canales Templos utilizando una escritura apócrifa obtuvo autorizaciones y permisos gubernamentales para realizar un “aprovechamiento forestal” por 10 años en las 55 hectáreas de bosque de las que se apropiaron ilegalmente; por lo cual, la Comunidad de Zacacuatla sabiendo que dicho “aprovechamiento forestal” extinguiría la biodiversidad de flora y fauna asociada al bosque y que rompería el ciclo natural del agua, debido a que implica la tala de toda la diversidad de pinos, encinos, ayacahuite, ocotes, oyameles y cedros existentes, y su sustitución por una la plantación de un monocultivo de pinus patula; decidió oponerse pacíficamente a la destrucción del bosque.

En el año 2013 Filiberta Nevado y cientos de defensores del bosque, comprobaron ante la SEMARNAT que explotación forestal realizada por la familia Canales Templos estaba plagada de irregularidades y lograron la revocación de los permisos y las autorizaciones, ante esto la familia Canales Templos se vinculó a Los Negros un grupo del crimen organizado que se dedica a la tala ilegal en zona limítrofe entre Hidalgo y Puebla, para continuar con el saqueo del bosque de Zacacuatla de forma clandestina.

Después de algunos años con cierta tranquilidad, en 2016 varios grupos ilegales de tala-montes reanudaron la tala clandestina de forma brutal e impune, lo cual causó que se presentara una terrible sequía, que el nivel de los pozos bajaran, que el nivel de las presa se redujera y que los manantiales se secaran; en consecuencia a todo esto, en asamblea general el pueblo de Zacacuatla decidió denunciar, una vez más, a los tala-montes ante las autoridades federales, estatales y municipales, no permitir más tala clandestina, limpiar el monte y reforestarlo.

Durante esta larga lucha Filiberta y muchos de los defensores del bosque de Zacacuatla han sido difamados y criminalizados, entre otras cosas, han tenido que enfrentar 15 averiguaciones previas y 3 encarcelamientos ilegales.

En octubre de 2020 algunos taladores fueron notificados por la Fiscalía General que se encontraban denunciados por tala ilegal, por lo cual procedieron a amenazar a Filiberta Nevado expresando pública y cínicamente: “si yo o alguno de mis hijos va a la cárcel, la vamos a correr del pueblo, la vamos a quemar o la vamos a matar”, “vamos a ver si a esa vieja no le entran las balas” “si mis hijos van a la cárcel yo la mato y la remato”; además que en esos mismos días los tala-montes también intentaron intimidar directamente a Filiberta realizando disparos frente a su casa.

Es preciso señalar que la tala ilegal y el crimen organizado en la Sierra Otomí-Tepehua del  Estado Hidalgo ha sido arropado por autoridades de los tres niveles de gobierno y de todos los signos políticos, pero ha sido arropado especialmente por la Sosa Nostra un grupo político-mafioso, de origen priísta aunque actualmente se dice morenista, que desde hace décadas impone y controla a las autoridades municipales de Acaxochitlan y en la región.

El Gobierno de México dirigido por Andrés Manuel López Obrador ha afirmado una y otra vez estar a favor del medio ambiente, de los más pobres, y de que el agua es una prioridad para el pueblo, sin embargo, hasta el momento sólo se ha limitado a observar como los pueblos indígenas y campesinos son despojados de sus montes y en consecuencia de la vida misma. Con todo respeto, desde la Red Mexicana de Afectadas/os por la Minería (REMA) le preguntamos a Sr. Presidente ¿Dónde está la Cuarta Trasformación? Porque a la Comunidad de Zacacuatla, al Municipio de Acaxochitlán, y al Estado de Hidalgo no ha llegado.

Ante la inacción de las autoridades de los tres niveles, desde la REMA responsabilizamos al gobierno Municipal de Acaxochitlán, al Gobierno Estatal de Hidalgo y al Gobierno Federal de México de cualquier agresión que pudieran sufrir las defensoras y los defensores de los bosques de Zacacuatla.

Desde la REMA exhortamos a María Luisa Albores González titular de la SEMARNAT para que inmediatamente ponga a trabajar a la PROFEPA, pare la tala ilegal en Acaxochitlán y castigue a los responsables; de igual forma exigimos que el Fiscal General de la República Alejandro Gertz Manero implemente lo antes posible medidas de protección cautelar para Filiberta Nevado Templos y para todos las defensoras y todos los defensores del bosque Zacacuatla, para que castigue con todo el peso de la ley a la mafia de tala-montes que hoy amenaza de muerte a una ambientalista y a un monte que le proporciona agua y que le proporciona vida a un pueblo.

Desde la REMA también expresamos nuestro reconocimiento y nuestro agradecimiento a todas y todos los defensores de los bosques en Zacacuatla y del Estado de Hidalgo, porque desde hace décadas decidieron dedicar una parte de su tiempo y una parte de sus vidas al cuidado de los montes, al cuidado de toda la biodiversidad asociada a ellos y al cuidado de la vida comunal; y con motivo de estos días difíciles les enviamos un fuerte y solidario abrazo.

Sin monte no hay agua y sin agua no hay vida

En defensa del territorio, de los bosques y de vida: ¡exigimos el alto a la impunidad, alto a las amenazas y alto a las agresiones en contra de las/os defensoras/es del medio ambiente!
