These pressure measures were approved in the council held last Tuesday, July 28, in the city of El Alto, to the epilogue of a massive march that converged in La Ceja, in which, together with the COB, the National Confederation of Indigenous Women of Bolivia “Bartolina Sisa”, the Single Federation of Workers of La Paz “Tupac Katari” and other youth and neighborhood organizations.

According to reports received from different sectors of the country, several strategic points, especially in the western region of the country and in the area of ​​the valleys, have been taken over by social organizations, interrupting the circulation of motorized vehicles. It is estimated that in the course of the next few hours the blockade will be extended to most of the national territory.

The Bolivian Workers’ Center, by means of an instruction, called its affiliates and the Bolivian population to start with the blockade of highways nationwide and an indefinite general strike, starting at zero hours on Monday. The Red Ponchos of the Omasuyos province and its forty cantons announced the blocking of highways throughout its province and surrounding areas.

The Single Confederation of Peasant Workers of Bolivia (CSUTCB) reported that they join the mobilizations, as well as the FEJUVEs from the cities of El Alto and La Paz that asked the population to stock up on food because the blockade will be total.

The organizations of the city of El Alto announced for the first hours of this Monday, August 3, the blockade of the thousand corners, with which they intend to completely paralyze this city. As soon as the pressure measures were confirmed, the government responded with the announcement of criminal proceedings against the COB chief executive, Juan Carlos Huarachi, the deputy Betty Yañiquez and the former president Evo Morales, for crimes against public health, public instigation to commit crimes and other criminal types, with the clear intention of stopping the protest actions approved by social organizations.

In this regard, the top leader of the body that brings together Bolivian workers, Juan Carlos Huarachi, stated: “I am not going to faint … if it is a crime to fight for the life and health of the Bolivian people, here I am, I am not going to escape, I will stand up for my country, for my people, ”adding that the general strike is in force and that the road blockade begins this Monday, August 3.

Manufacturing, mining, peasant and union sectors, among others, have stated that they will fully abide by the COB’s determinations. The COB is expected to release new instructions on the implementation of the measure, as well as ongoing evaluations of its development.

Another sector in conflict is that of Free Transport, which decided not to pay its debts to banks until December 31, as established by law 1294. The executive of the Confederation that groups drivers in this sector, William Condori, stated that this sector is one of the most affected by quarantines and do not have the ability to meet their obligations to private banks. 90 percent of affiliates in this sector have debts with banks.

La madrugada de este lunes se ha iniciado la huelga general indefinida y el bloqueo de caminos en todo el territorio boliviano, a convocatoria de la Central Obrera Boliviana (COB) y de las organizaciones que conforman el Pacto de Unidad, que exigen del Tribunal Supremo Electoral el respeto a la fecha de elecciones establecida mediante ley para el 6 de septiembre próximo.

Estas medidas de presión fueron aprobadas en el cabildo realizado el pasado martes 28 de julio, en la ciudad de El Alto, al epílogo de una multitudinaria marcha que confluyó en la Ceja, en el que, junto a la COB, participaron la Confederación Nacional de Mujeres Indígenas de Bolivia “Bartolina Sisa”, la Federación Única de Trabajadores de La Paz “Tupac Katari” y otras organizaciones juveniles y vecinales.

De acuerdo con informes recibidos desde diferentes sectores del país, varios puntos estratégicos, especialmente en la región occidental del país y en la zona de los valles, han sido tomados por organizaciones sociales interrumpiendo la circulación de motorizados. Se estima que en el curso de las próximas horas el bloqueo se irá extendiendo a la mayor parte del territorio nacional.

La Central Obrera Boliviana, mediante un instructivo, convocó a sus afiliados y a la población boliviana a iniciar con el bloqueo de carreteras a nivel nacional y paro general indefinido, a partir de las cero horas de este lunes. Los Ponchos Rojos de la provincia Omasuyos y sus cuarenta cantones anunciaron el bloqueo de carreteras en toda su provincia y aledaños.

La Confederación Única de Trabajadores Campesinos de Bolivia (CSUTCB) informaron que se suman a las movilizaciones, así como las FEJUVEs de las ciudades de El Alto y La Paz que pidieron a la población abastecerse de alimentos porque el bloqueo será total.

Las organizaciones de la ciudad de El Alto anunciaron para las primeras horas de este lunes 3 de agosto, el bloqueo de las mil esquinas, con el que pretenden paralizar por completo a esta urbe. Similares anuncios se han realizado desde la ciudad de Cochabamba, donde también se prevé un radical acatamiento de la medida de presión.

Pese a que, casi de emergencia, la presidencia del órgano electoral convocó a los máximos dirigentes de la COB y de otras organizaciones sociales a una reunión el pasado viernes para informar sobre las razones de la postergación buscando la aceptación de éstas a la nueva fecha señalada para el 18 de octubre, cuarenta días después de la fecha prevista, la convocatoria a la huelga general se ha mantenido en su integridad…

Apenas se confirmaron las medidas de presión el gobierno respondió con el anuncio de procesos penales en contra del máximo ejecutivo de la COB, Juan Carlos Huarachi, de la diputada Betty Yañiquez y del expresidente Evo Morales, por delitos contra la salud pública, instigación pública a delinquir y otros tipos penales, con la clara intención de detener las acciones de protesta aprobadas por las organizaciones sociales.

Al respecto, el máximo dirigente del organismo que agrupa a los trabajadores de Bolivia, Juan Carlos Huarachi, señaló:  “no voy a desmayar… si es un delito luchar por la vida y la salud del pueblo boliviano, aquí estoy, no me voy a escapar, voy a dar la cara por mi país, por mi pueblo”, agregando que la huelga general está vigente y que el bloqueo de caminos se inicia este lunes 3 de agosto.

Sectores fabriles, mineros, campesinos y gremiales, entre otros, han manifestado que acatarán plenamente las determinaciones de la COB. Se espera que la COB haga conocer nuevas instrucciones acerca de la implementación de la medida, así como evaluaciones permanentes acerca del desarrollo de ésta.

Por su parte, el histórico dirigente indígena Felipe Quispe “El Mallku”, adelantó que el bloqueo de caminos será total “las movilizaciones serán más contundentes y revolucionarias porque el gobierno se hizo la burla. Las elecciones debieron ser el 6 de septiembre, ya se está haciendo la burla con la población. Muy tarde quieren trancar el corral porque el burro ya está muerto dentro. Las cosas eran desde el primer día que estaba llegado la COVID-19”, aseveró el dirigente.

En las últimas horas el gobierno ha determinado la clausura de la gestión escolar 2020, lo que en criterio de algunos analistas busca desmovilizar al magisterio, especialmente del área rural, sector que hizo pública su total adhesión a la huelga decretada por la organización matriz de los trabajadores bolivianos y ha instruido ya su pleno acatamiento.

Otro sector en conflicto es el del Transporte Libre que determinó no pagar sus deudas a las entidades bancarias hasta el 31 de diciembre como establece la ley 1294. El ejecutivo de la Confederación que agrupa a los choferes de este sector, William Condori, manifestó que este sector es uno de los más afectados por las cuarentenas y no cuentan con la capacidad de cumplir sus obligaciones con la banca privada. El 90 por ciento de los afiliados a este sector tiene deudas con los bancos.
