The Syrian Ministry of Defense unilaterally prepared an integration proposal document on December 7th, without specifying the recipient. The document was delivered to officials of the Autonomous Administration of North and East Syria (AANES) a week prior through intermediaries.

The AANES has not yet issued any official response or comment regarding the document’s content or how to proceed with it.

The document bears the signature of the Syrian Ministry of Defense, but it does not specify the recipient, nor does it indicate whether it is addressed to a particular institution, entity, or individual. It appears the Ministry assumed that naming the entity might be interpreted as acknowledging it as an equal party.

According to comments and analyses from research institutions and organizations concerned with Syrian affairs, this is not the first time such documents or proposals have been presented without clear official direction.

The transfer and handover of all of this to HTS has been mandated.

What is most striking about this document is that it bears the signature of the Ministry of Defense, it also addresses questions such as, “What will be the role of the Kurds in the system? How will individuals be integrated into the state’s bureaucratic apparatus? How will energy resources and border crossings be managed?”

With these characteristics, the document transcends the level of the Ministry of Defense, as its content necessitates al-Julani’s direct signature. It remains unclear whether al-Julani will remain in his position or if his tenure will be temporary, but he is prepared to do anything to remain in power permanently.

The timing of this document’s release is extremely significant. For an entire year, Hayet Tahrir al-Sham’s authority in Damascus issued no official statement, aside from the March 10th Agreement, and took no concrete steps in this regard.

Therefore, the hasty release of such a document, without specifying the recipient, and through intermediaries, in the final days of the year, carries considerable weight.

Sending such a document without identifying the recipient constitutes a complete disregard for the Autonomous Administration, especially at a time when the ruling faction of the Turkish state is conducting numerous assessments of the agreement and the integration, and is putting pressure on the Autonomous Administration to surrender under the pretext of integration.

In other words, as noted in media analyst assessments and related statements, this document lacks a designated recipient, effectively imposing an order akin to, “You will implement everything I say.”

On the other hand, this document appears to be a copy of reports specifically prepared by the ruling faction, revealing a denial of Kurdish rights. It also attempts to present surrender as a solution, imposing chaos and a lack of defense and protection mechanisms under the guise of a resolution. The message to the Autonomous Administration is clear, “If you do not surrender by the end of the year, the military option, that is, occupation, will be on the table.”

As is evident from the language of this document, it was translated from Turkish to Arabic and appears to be signed by Yaşar Güler.

Taking all of this into account, all components of the Autonomous Administration and its allies, especially the Kurds, must prepare for a new wave of genocide.

Therefore, any statements that could weaken our peoples must be avoided. This is one of our fundamental duties today.

We must not forget that freedom is only achieved by organized peoples with their own defense mechanisms.

Thus, this is not a time for weakness or complacency, but a time to prepare for comprehensive resistance.
