osed in the assembly in the Plaza de Neptuno Oct. 23 organize a “Constituent Days” in principle for days 6, 7, 8 and 9 December, to start making a new anticapitalist constitution.
The aim is to achieve a minimum agreement to drive a real constituent process in which the people have the decisive voice. The agreement consists of a joint political declaration and a roadmap for the constitutional process.The sessions of the long weekend conference for a new Constitution, had an average attendance of about 120 people coming from different places in the country, as individuals and as groups.
Using the assemblies method , four discussion groups met and addressed the same subject simultaneously, with the results thrown together later in the assemblies.

The participants in the conference for a new Constitution, after assessing the serious situation we are facing and following a discussion group on the blocks that contains the current legal and constitutional system, called on all sections of society to begin a constitutional process. We went all organizations and social movements, popular assemblies and other groups, each and all who fight to defend our rights.
The current political system is exhausted, totally discredited. It was the result of a democratic constituent process, does not allow citizen participation is shielded, preventing any change through popular initiative, does not guarantee compliance with the rights it recognizes, is made to ensure the interests and power of a small minority. Neither we include or represent us. We must change initiating a constitutional process.
This constitutional process is creating popular power, to be able to move the system that governs us with its legal framework. Popular power, able to change the system and the legal framework / constitution behind it is the democratic power we need. We want to change who decides, now the oligarchy decides, we demand that the people decide.
It is not enough to support an option to advocate constitutional change. Our involvement is needed, as people who are part of society and therefore participate in this process of empowerment, to make us responsible owners and everything that affects us, defining both our present and our future,as true citizens.
We may decide as a constituent power when most of society, participating as such in the constitutional process, ensures its democratic character. This will ensure that the process is free both of impositions and of discrimination.
When the social majority has the power of decision we fix the legal and constitutional framework that guarantees the principle of universal solidarity and all fundamental rights recognized historically, over those, such as environmental sustainability, that have not been observed.
This social majority is plural, diverse and with multiple identities. The progressive inclusion of women as participants in the constitutional process requires it to provide an organizational framework in which their contribution is recognized, without being forced to be diluted into a homogeneous mass.
Current laws reflect exclusion, exploitation, corruption and lack of transparency, and the confusion between private and the public-common is in all system features. The main guarantee of no return, rather than laws, is in transforming the system so that the social and economic organization is responsive to the needs of people and environmental sustainability.
Our method is democratic and using the Assembly method (asambleario). We will define on the road all the details of the constitutional process and political milestones. To achieve our goals our action will be non-violent
We propose to merge in a way that integrates all these statements, so that we postulate as a constituent power, deciding and creating our future through a constitutional process.

Declaración Política de las jornadas del Puente Constituyente
Las personas participantes en las jornadas del Puente Constituyente, tras valorar la grave situación que atravesamos y tras un debate colectivo sobre los bloqueos que contiene el actual sistema legal y constitucional, hacemos un llamamiento a toda la sociedad a iniciar un proceso constituyente. Nos dirigimos a todas las organizaciones y movimientos sociales, mareas, asambleas populares y demás colectivos, a todas y todos los que luchamos por la defensa de nuestros derechos.
El sistema político actual está agotado, totalmente deslegitimado. No fue resultado de un proceso constituyente democrático; no permite la participación ciudadana; está blindado, impidiendo cualquier cambio por la vía de la iniciativa popular; no garantiza el cumplimiento de los derechos que reconoce; está hecho para garantizar los intereses y el poder de una pequeña minoría. Ni nos incluye ni nos representa. Debemos cambiarlo iniciando un proceso constituyente.
Éste proceso constituyente es creación de poder popular, que ha de desplazar al poder del sistema que nos gobierna con su entramado legal. El poder popular, capaz de cambiar el sistema y el entramado legal/constitucional que lo sustenta, es el poder constituyente democrático que necesitamos. Queremos que cambie quién decide; ahora decide la oligarquía, exigimo
s que decida el pueblo.
No es suficiente el respaldo a una opción que propugne un cambio constitucional. Es necesaria nuestra implicación, como personas que formamos parte de la sociedad y por tanto participamos de este proceso de empoderamiento, para hacernos dueñas y responsables de todo aquello que nos afecta, definiendo tanto nuestro presente como nuestro futuro, como auténticos ciudadanos.
Podremos decidir como poder constituyente cuando la mayoría de la sociedad, participando como tal en el proceso constituyente, aseguremos su carácter democrático. De ésta forma garantizaremos que el proceso esté libre tanto de imposiciones por la fuerza como de discriminaciones.
Cuando la mayoría social tengamos el poder de decisión podremos fijar el marco legal y constitucional que garantice el principio de solidaridad universal y todos los derechos fundamentales históricamente reconocidos, más aquellos, tales como la sostenibilidad medioambiental, que no lo han sido.
Esta mayoría social es plural, diversa y con múltiples identidades. La progresiva inclusión de éstas como participantes en el proceso constituyente exige dotar a éste de un marco organizativo en el que su aportación sea reconocida, sin verse obligadas a diluirse en una masa homogénea.

Nuestro método es democrático y asambleario. Definiremos en el camino todos los detalles del proceso constituyente y sus hitos políticos. Para la consecución de nuestros objetivos nuestra acción será no violenta.
Proponemos confluir en un camino que integre todos estos enunciados, de forma que nos postulemos como poder constituyente, decidiendo y creando nuestro futuro mediante un proceso constituyente.
