El gobierno de Jeanine Áñez justifica la adquisición de armas, balines, gases y equipo antimotines para fortalecer la capacidad de reacción de las fuerzas policiales y militares durante la época electoral.
La Defensora del Pueblo, Nadia Cruz, afirmó en una audiencia virtual en la Comisión Interamericana de Derechos Humanos (CIDH), que al igual que en el 2019, el país vive un clima de conflictividad, polarización y escalada de violencia y que el Gobierno transitorio, permanentemente, amenaza con la ejecución de planes de operativos conjuntos de las Fuerzas Armadas y la Policía Boliviana en los puntos que llama los “más conflictivos” en el país…

Cruz, en la audiencia de la CIDH, “Situación General de los Derechos Humanos en Bolivia”, en la que participaron el Gobierno y a la sociedad civil, manifestó que el gobierno de Jeanine Áñez justifica la adquisición de armas, balines, gases y equipo antimotines para fortalecer la capacidad de reacción de las fuerzas policiales y militares durante la época electoral, y que en nombre de la paz esas armas serán utilizadas en contra de los que el Ejecutivo llama “violentos” por expresar su divergencia.

Frente al panorama de conflictividad, polarización y escalada de violencia que vive el país en el contexto de las próximas elecciones generales del 18 de octubre, la Defensora pidió a ese organismo estar vigilante del actual proceso electoral.
“Solicitamos la activa participación de los miembros de la CIDH para el monitoreo sobre los hechos de violencia que puedan suscitarse durante el proceso electoral, pues, al igual que en el 2019 el uso de operaciones conjuntas en el aplacamiento de cualquier protesta, manifestación o conflicto, produce la muerte de civiles”, manifestó.
Respecto a los hechos de octubre y noviembre de 2019, Cruz afirmó que la Defensoría del Pueblo evidenció que se cometieron gravísimas violaciones de derechos humanos y que no existen investigaciones serias y menos sentencias al respecto, excepto sobre las muertes ocurridas entre particulares. Esto, remarcó, no genera garantías de no repetición porque el Gobierno transitorio arguye someterse “al secreto” o la “clasificación de documentos”, que imposibilitan conocer a los autores y los medios usados en las violaciones durante las intervenciones conjuntas de militares policiales.
“Sobre esto, nos referimos en especial a las masacres ¿sólo se responsabilizará a la Presidente y a su Gabinete por los delitos de lesa humanidad en que incurrieron?”, cuestionó ante la CIDH.
En ese contexto, pidió el inicio de las actividades de investigación por parte del Grupo Interdisciplinario de Expertos Independientes (GIEI), dependiente de esa Comisión. La Defensora también hizo referencia a la violación de derechos en el contexto de la pandemia, en tanto el Gobierno no generó una política para atender la emergencia de salud; y por el contrario, justificó el uso extralimitado de la fuerza por parte de agentes policiales.
También se refirió al hecho de que los recursos financieros que debieran ser destinados a salud fueron objeto de corrupción o, en su caso, se priorizó la adquisición de armamento letal para la Policía y las FFAA.
Observó además, que las medidas cautelares otorgadas a funcionarios de la Defensoría del Pueblo, no fueron cumplidas y denunció que actualmente se impide el trabajo en las investigaciones por las violaciones a los derechos humanos.
Otros puntos que mencionó en la audiencia de la CIDH, fueron la vulneración de la independencia judicial, pues vocales, jueces y fiscales son objeto de amedrentamiento a través procesos penales e, incluso, seguimientos personales a través de agentes policiales por encargo del Ministro de Gobierno; la falta garantías de la libertad de expresión, sea por afectación de radios comunitarias, persecución de periodistas, asfixia económica a través de medios directos e indirectos.
Por último, denunció que hasta la fecha no fueron desarticulados los grupos paraestatales, que actualmente volvieron a tomar las calles de forma delincuencial con la aquiescencia de la Policía Boliviana.
