The International Health Regulations are a set of legally binding rules designed to impose the elimination of the fundamental rights of people on health grounds, as well as to raise barriers to the international movement of people and goods.
The proposal was brought to the assembly by the United States and seeks to authorize the deployment of teams of “experts” in certain places and the creation of a new compliance committee to supervise the application of the regulations. But African countries have opposed it, arguing the adoption of the entire package of reforms to improve the functioning of the WHO.
“The African region shares the view that the process should not be rushed,” Moses Keetile, permanent deputy secretary at the Botswana Ministry of Health, told the meeting on behalf of representatives from the black continent.
In addition to African countries, Iran and Malaysia have also expressed reservations about the reform of the International Health Regulations. Russia has submitted a draft reform of the Regulation.
