The state finds its physical expression in government. It is in the government that the State can individualize and fight. We are therefore above all against the government.
And it’s expressed in our denomination; “anarchists”, because “anarchy” means social order without government and without authority and not disorder and violence as this term is often misinterpreted.
In this opposition to the government, we find ourselves, or rather, we found ourselves on a common path with all the parties of the left. It needed a chaotic time like the present to make us witness the new fact of an unopposed government.
But this concord, this agreement is valid only as long as it is a question of opposition to governments called bourgeois. Beyond these, the militants who allow themselves to be guided by the leaders of the parties discover other governments: proletarian governments, democratic governments, governments which, they suppose, will be a lesser evil.
And these governments, the parties think they can accept them much better, they determine their constitution and intend to identify with them.
The anarchists, on the contrary, from now on affirm that their opposition will remain, changed in form perhaps, but unchanged in its claims and in its tenacity, against any government, whatever it may be.
Our opposition is not conditioned by the nature of governments. We do not need, to justify it, to represent to ourselves that it is tyrannical, in the absolute sense of the term, and evil in all its actions. We admit that there can be a government which makes itself the promoter of reforms and which creates institutions appearing – by a limited vision of social facts – directed against some of the privileged castes of society.
Fascism itself has sometimes taken measures which seemed contrary to those who had brought it to power. But we know how to look beyond the immediate benefit of government “largesse”.
Under the softness of the glove, we feel the claw of the bird of prey.
Thus, the Giolitti government was progressive; he “wanted the good of the people.” But the school was maintained in a state of deficiency and not adapted to a real cultural progress of the people, because, through the government, who had reserved control of it. acted the priests and clericals, for whom the ignorance of the people is the indispensable foundation of their domination.

That is why we are against the so-called liberal government, which has been in power in various forms in the unitary Italian state since 1870, leading us to the final crisis of fascism, to war, to the abyss in which we struggle.
We too hear the “liberals” speak abundantly today of freedom, of laissez faire, of free initiative. It is said that a future government will ensure maximum individual freedom for all, based on these fine principles.
But, in the meantime, we see, without counting the rest, that the liberals do not know how to conceive of government without a well-arranged system of courts, police and prisons which are always ready to intervene, even at the cost of the life of the citizen. , as soon as the latter is opposed, in any way whatsoever, to the interests of the owners and the privileged, which are the very substance of the State.
Any Liberal government is essentially Conservative. The freedom he upholds is only the freedom to command for those who command, the freedom to own for those who own. Others are free only to obey and starve.
We are even more resolute opponents of totalitarian governments, of which we already have so many bad examples in our contemporary history and one of which remains tragically alive in us, in our spirit and in our flesh.

In essence, it is still maintaining an atmosphere of oppression. In this atmosphere can be repeated today the effort of the Pharaohs who built the Pyramids and a perfect irrigation system with hundreds of thousands of slaves.

But at the terrible price of their renunciation of freedom in favor of old or new castes who want to exercise control over social life. On this general level, we must also understand our very opposition to the socialist state.
The socialist state also remains a mechanism of authority which is being constituted and, little by little, is being strengthened until it becomes permanent.
We know that the men involved in its creation and operation often have, from the start, the will to act for the common good. It is only necessary to read the eternal pages of Lenin, in State and Revolution, or those of Laski, in Reflections on the revolution of our time, to be convinced of this.
But historical experience teaches us that these same men gradually lose this initial will, by the very fact that they exercise authority over their neighbor and that they avail themselves of a power which is arbitrary in its root, even if he has obtained an apparent consent around him.
They too always end up becoming men of government of the usual type. dedicated to the preservation of a determined set of social inequalities. They too are “the State”, the number one enemy of the people.

L’État trouve son expression physique dans le gouvernement. C’est dans le gouvernement que l’État peut s’individualiser et combattre. Nous sommes donc avant tout contraire au gouvernement. Et cela est exprimé dans notre dénomination ; « anarchistes », parce qu’« anarchie » signifie ordre social sans gouvernement et sans autorité et non désordre et violence comme souvent on interprète à tort ce vocable.
Dans cette opposition au gouvernement, nous nous trouvons ou, plutôt, nous nous trouvions faire route commune avec tous les partis de gauche. Il fallait une époque chaotique comme la présente pour nous faire assister au fait nouveau d’un gouvernement sans opposition.
Mais cette concorde, cet accord vaut seulement tant qu’il s’agit d’opposition aux gouvernements appelés bourgeois. Au delà de ceux-ci, les militants qui se laissent guider par les dirigeants des partis découvrent d’autres gouvernements : gouvernements prolétariens, gouvernements démocratiques, gouvernements qui, sup-posent-ils, seront un moindre mal. Et ces gouvernements, les partis pensent pouvoir les accepter bien mieux, ils en déterminent la constitution et entendent s’identifier avec eux.
Les anarchistes, au contraire, dès maintenant, affirment que leur opposition subsistera, changée de forme peut-être, mais inchangée dans ses revendications et dans sa ténacité, contre tout gouvernement, quel qu’il soit.
Notre opposition n’est pas conditionnée par la nature des gouvernements. Nous n’avons pas besoin, pour la justifier, de nous le représenter tyrannique, au sens absolu du terme et malfaisant dans toutes ses actions. Nous admettons qu’il peut exister un gouvernement qui se fasse le promoteur de réformes et qui crée des institutions apparaissant — par une vision limitée des faits sociaux — dirigées contre quelques-unes des castes privilégiées de la société. Le fascisme même a quelquefois pris des mesures qui paraissaient contraires à ceux qui l’avaient porté au pouvoir. Mais nous savons regarder au delà du bénéfice immédiat de la « largesse » gouvernementale. Sous la douceur du gant, nous sentons la serre de l’oiseau de proie.
Ainsi, le gouvernement Giolitti était progressiste ; il « voulait le bien du peuple ». Mais l’école était maintenue en état de déficience et non adaptée à un vrai progrès culturel du peuple, parce que, à travers le gouvernement, qui s’en était réservé le contrôle. agissaient les prêtres et les cléricaux, pour lesquels l’ignorance du peuple est l’indispensable fondement de leur domination. L’industrie était subventionnée, elle aussi, pour le bien du peuple, et les miettes des subsides de l’État parvenaient quelquefois au pauvre Lazare qui assistait, affamé, au banquet des seigneurs. Mais la protection de l’État, qui enrichissait les industriels, conduisait à produire tout plus cher qu’à l’étranger — tout, des automobiles au sucre et du fer aux tissus. Et le consommateur italien n’avait pas le moyen de se procurer à l’étranger des produits à meilleur marché qui y étaient disponibles, parce que son travail devait produire des armes et des machines pour la guerre, à la place de produits à échanger avec les autres pays. Tout cela était vrai avec Giolitti, c’était vrai avec Crispi, avant Mussolini. Ça l’est toujours.
C’est pourquoi nous sommes contre le gouvernement soi-disant libéral, qui a été au pouvoir sous diverses formes dans l’État unitaire italien depuis 1870, nous conduisant à la crise finale du fascisme, à la guerre, à l’abîme dans lequel nous nous débattons. Nous entendons, nous aussi, les « libéraux » parler abondamment aujourd’hui de liberté, de laisser faire, de libre initiative. On dit qu’un gouvernement à venir assurera à tous un maximum de liberté individuelle, sur la base de ces beaux principes.
Mais, en attendant, nous voyons, sans compter le reste, que les libéraux ne savent pas concevoir de gouvernement sans un système bien agencé de tribunaux, de police et de prisons qui soient toujours prêts à intervenir, même au prix de la vie du citoyen, aussitôt que ce dernier s’oppose, de quelque façon que ce soit, aux intérêts des possédants et des privilégiés, qui sont la substance même de l’État.
Tout gouvernement libéral est essentiellement conservateur. La liberté qu’il soutient est seulement la liberté de commander pour ceux qui commandent, la liberté de posséder pour ceux qui possèdent. Les autres sont libres seulement d’obéir et de mourir de faim.
Nous sommes encore plus résolument adversaires des gouvernements totalitaires, desquels nous avons déjà tant de mauvais exemples dans notre histoire contemporaine et dont l’un reste tragiquement vif en nous, dans notre esprit et dans notre chair. Peu nous importe qu’ils soient de droite ou de gauche, qu’ils expriment la toute-puissance de gangsters ou de fonctionnaires, que les gouvernants soient de bonne ou de mauvaise foi.
En substance, c’est toujours le maintien d’une atmosphère d’oppression. Dans cette atmosphère peut se répéter, aujourd’hui, l’effort des Pharaons qui ont construit les Pyramides et un système d’irrigation parfait avec des centaines de milliers d’esclaves. Et aussi, se réaliser l’amélioration du bien-être matériel des multitudes. Mais au terrible prix de leur renonciation à la liberté en faveur d’anciennes ou de nouvelles castes qui veulent exercer le contrôle de la vie sociale. Sur ce plan général, il faut bien comprendre aussi notre opposition même à l’État socialiste.
L’État socialiste reste, lui aussi, un mécanisme d’autorité qui se constitue et, peu à peu, se renforce jusqu’à devenir permanent.
Nous savons que les hommes engagés dans sa création et dans son fonctionnement ont souvent, au départ, la volonté d’agir pour le bien commun. Il n’est que de lire les pages éternelles de Lénine, dans État et Révolution, ou celles de Laski, dans Réflexions sur la révolution de notre temps, pour s’en convaincre.
Mais l’expérience historique nous enseigne que ces mêmes hommes perdent peu à peu cette volonté initiale, par le fait même qu’ils exercent une autorité sur leur prochain et qu’ils se prévalent d’un pouvoir qui est arbitraire dans sa racine, même s’il a obtenu autour de lui un consentement apparent. Eux aussi finissent toujours par devenir des hommes de gouvernement du type habituel. voués à la conservation d’un ensemble déterminé d’inégalité sociale. Eux aussi sont « l’État », ennemi n°1 du peuple.
